Jake Windley

Jake Windley is an associate at Wade Kilpela Slade, representing individuals in complex class actions in the areas of consumer protection, anti-fraud enforcement, and data privacy.


Jake began his legal career at Carney, Bates & Pulliam, a Little Rock-based, complex litigation law firm, where he focused on consumer protection class actions in the data privacy, insurance, and anti-trust spaces. His particular focus during this period was enforcing the data privacy rights in the Children’s Online Privacy Protection Act (“COPPA”) through cases such as: Michael McDonald et al., v. Kiloo Aps et al., No. 17-cv-04344-JD (N.D. Cal.); Amanda Rushing et al., v. The Walt Disney Company et al., No. 17-cv-04419-JD (N.D. Cal.); Amanda Rushing, v. Viacom Inc. et al., case no. 17-cv-04492-JD (N.D. Cal.); State of New Mexico ex rel. Hector Balderas, Attorney General v. Rovio Entertainment Corporation, No. 1:21-cv-00824 (D.N.M.); State of New Mexico ex rel. Hector Balderas, Attorney General v. Tiny Lab Productions, et al., No. 18-cv-00854 (D.N.M.); and State of New Mexico ex rel. Hector Balderas, Attorney General v. Tiny Lab Productions, et al., No. 20-cv-00143-NDF (D.N.M.).

         

Jake joins Wade Kilpela Slade from the State of Arkansas, where he served first as the Market Conduct Attorney for the Arkansas Insurance Department and then as the Director of Legislative Affairs and Policies for the Arkansas Department of Commerce. During the 2025 General Session, he spearheaded the Department’s legislation to modernize the State’s economic development incentives.

           

Jake is a graduate of Harding University (B.S. Chemistry, B.A. Political Science, 2015) and University of Arkansas – Little Rock (J.D. 2018), where he graduated magna cum laude, was a recipient of the American Bar Association’s Janet Steiger Antitrust Fellowship, and served as an executive editor for the Bowen Law Review.
